1 LudicoloBest used for attack and defense in special attacks, Ludicolo is the only Water/Grass-type Pokémon the games have introduced. Due to this unique combination, Ludicolo loses all of the usual Water-type weaknesses while also taking normal damage from Fire-type and Ice-type moves.
So from what I've read from various sources, Gen III didn't have a Physical/Special Split between individual moves and was only split between whole Types. Special: Fire, Water, Electric, Grass, Ice, Psychic, Dragon, Dark. Physical: Normal, Fighting, Poison, Ground, Flying, Bug, Rock, Ghost, Steel.
For instance, ice types are weak to steel attacks, for some reason, and bug attacks are super effective against psychic types.

Offense. In particular, Rock pairs well with Ground, since very few Pokémon naturally resist this combination. Most Rock-types can learn Earthquake to this end.
It's still hotly debated why Gyarados is a Flying-type Pokémon when it would arguably be better suited as a Dragon- or Dark-type, but either way, it can still learn Flying-type moves like Hurricane and Bounce. This is why trainers may be surprised to realize it's unable to learn the move Fly.

Groudon is an incredibly strong pure Ground-type Legendary. It does have its Primal Groudon form, which ranks as the top Fire-type Legendary. In its original form though, Groudon is just as strong. It has good HP, massive Attack, and great Defense.
Ground is one of the strongest types offensively: it is super-effective against five other types (as is Fighting) and Earthquake is one of the strongest moves in the game with power and accuracy both 100. Unfortunately, many Ground type Pokémon are dual Rock types, lumbering them with 4x Grass and Water disadvantages.
