You don't need internet, you just need a WiFi connection to the TV using a router or even setting up a WiFi hotspot on a device and connect to that.

The suggested process is to begin by checking the TV's network status menu to see if the home network is the problem. Following that, the video recommends resetting the wireless router, relocating it, or altering DNS settings. Finally, Samsung says a software update or factory reset could be needed.
Update the TV software to the latest version. Perform a power reset on the TV. Reset the cable modem or router. Unplug the power cord of the modem or router from the electrical outlet for 30 seconds.
After speaking with Vizio tech support today, I found out that this TV does not support the 5Ghz frequency, only the slower 2.4Ghz wireless-N frequency.
The problem with your Vizio SmartCast could be the result of a simple software glitch which can be countered by a simple power cycle. Power cycling means completely restarting the module so all its temporary configurations get erased. When you turn it back on, it will re-initialize all the temporary settings.
SmartCast TV's may also be able to be reset by pressing and holding the input and volume down button on the side of the TV. After 10-15 seconds a banner will pop up saying to press and hold the input button to reset the TV to factory defaults.
Verify that you are able to see your wireless network in the list of networks. If no networks are listed, or your network isn't listed, power cycle your router and TV. To power cycle your router: Unplug the router's power cord from the outlet or the back of the router, whichever is easier to unplug.
