To men 5'6 and under, do you think a 30" inseam is still way to long for you? Unfortunately, 30" is the lowest inseam most brands will go lower to. I've even bought some chinos from Walmart as they seemed reasonably nice, and they offered them with a 29" inseam.

They are sized by waist size and inseam in inches. So if you see a pair of jeans that say 33x34, it means the waist is 33 inches and the inseam is 34 inches. Any slacks, pants, khakis that is ready to wear off the rack will be sized this way.

So men size 34 will be to fit waist 34, will have around 35–36 inches circumference( if cotton only and without elastane) or may be 33–34 inches waist band if has stretch and correspond to women size XL..or XXL..
