No. Nothing we have seen thus far in anyway indicates that Il was evil. He was vehemently pacifistic and after his wife was murdered he became extermely overprotective of his daughter, he wanted to keep her away from any kind of danger and violence, that might not be healthy but it isn't evil.
After his near-death in the fugitive arc, Yona insists on being taught self-defense so that she can protect both herself and her companions. Her accuracy also improved and she is now able to fire a one-shot kill against humans and animals without hesitation.
Currently, the official release date of Yona of the Dawn Season 2 has not arrived yet. However, it will be announced shortly. If the green flag appears in 2021, the sequel's release date maybe somewhere in the early to mid-2022.
Let's be real here: Soo-won is the only real antagonist in the story. Everybody else is just fodder wannabe who exists solely to be Yona's stepping stone as she ascends towards her fated confrontation with Soo-won.
