You can't sell to other players, no. You can "sell" a scout back to the game, before you spin it for 100 gp. But it's much better to spin even White ball scouts and then release the player because you get 170 gp instead.
Didn't restart the mode. Stats are tied to your profile. The only thing you can do is start over using a different profile.

Free Scouts. After every game you play (or SIM), you will get a free 1, 2, 3 or 4-star Scout. The number of stars is important, because for a Gold Player you will need to combine 4-star Scouts (or mix a 5-star with a 4-star and a 3-star scout so that it averages 4 stars).
