- Make sure that as many defenses as possible are within range of the Headquarters.
- Never place your Rocket Launcher(s) right next to the HQ.
- Flamethrowers should always be in range of the HQ.
- Place some Mines and/or Boom Mines around the HQ to heavily damage Warriors that attempt to rush the HQ.
But first: HQ always comes first, doesn't matter. As long as you got the XP requirement for unlocking the next level of HQ, do it. There's no downside and you get more offense and defense capabilities. Shock Bomb (tell those OP defenses to shut up!)
Always rush. Probably on HQ16 you will be able to catch up the Armory level, Radar, Storages and Gunboat. Before that you will be able to upgrade your HQ before doing all those things.
