Conduit MassacresAugustine unlocks her powers after the explosion. At some point Brooke was deployed to battle The Beast where her own dormant powers were unlocked.

Concrete is the fourth and final power Delsin unlocks in the game. You absorb it at the end of the campaign after defeating Brooke_Augustine. It is extremely powerful but has limited moves and upgrades compared to the other powers.
In this Karma State, Delsin is a ruthless and selfish man. He only cares about how his powers benefit him and other conduits. After killing Betty and presumably everybody in the longhouse he shows very little remorse for his actions. He has no sense of morality and will kill those in his way of absorbing more powers.
