A chaotic neutral character is an individualist who follows their own heart and generally shirks rules and traditions. Although chaotic neutral characters promote the ideals of freedom, it is their own freedom that comes first; good and evil come second to their need to be free.
Character Alignment is a shorthand for a given character's (or religion's, society's, organization's, etc.) moral/ethical outlook on life, the universe and everything.
Chaotic means they don't. Bowser is clearly evil, as he shows no care for Peach's well being, but he's lawful as he's a ruler and father himself, and will go to great lengths to specifically marry Peach to make it 'official'. Lawful Evil.
