Here is what will likely happen: the chinos will shrink a little bit upon being laundered. Then they will be even snugger. If you can still manage to pull them on, they will stretch out over the course of the next couple of hours, but not to the point where they will be looser than when new.
Waist and Seat
Like all your pants, they should fit perfectly around your waist with no need for a belt to hold them up. But, as a general rule, jeans should sit on the hips, while chinos and suit pants should land just above the hip, which will allow you to tuck in your shirt without worrying about it popping out mid-meeting.
Traditionally, suit trousers sit at the natural waist, which is right around the navel. Some men find this to be comfortable, others feel the opposite because they're so accustomed to low-rise jeans that sit around their hips.
Where should trousers sit on shoes? For smarter, suit trousers, a quarter or half break provides the neatest look. The fabric over the back of your shoe should end slightly lower than it does at the front, where the break will be noticeable.
The hem of the jacket should hit right around the middle of your hand — at or just past where the fingers meet the palm. If the hem of the jacket is sitting on top of the butt, with a small little flare in the back, it's too short. If it falls past the bottom entirely, longer than the arms, it's too long.
Depending on the cut of the pants, the fit will be different. If the are more trouser, they should either sit at the waist or hip, and flow into a wider leg. I like my dress pants to sit on the hit and be smooth across the lower abdomin, without any clinging or wiskers.
Try the pants on to ensure you have removed enough space from the seat of the pants. Adjust the pins to provide more or less room in the seat, as necessary. Remove any excess fabric from the seam running between the waistband and the crotch of the pants with your fabric scissors. Leave half an inch margin for the seam.
Unlike denim, dress pants should sit at your hips or even a touch higher for the most flattering look. Bunched-up zippers are not your friend. And the waist should fit snugly. Even if you choose to wear a belt, dress pants should fit perfectly without one.

Most formal men's dress pants are made of woven wool or woolen blends. A traditional ankle width is 8 ½” and that changes slightly depending on the pant size. Generally, less than 8 ½” is trending towards more modern style – and more than 8 ½” is trending towards more conservative style. Heading into 2020, a standard and current ankle width is 8” for most guys.
If you're wearing dress pants as a separate (without the matching jacket), always wear a thinner dress belt. A wider casual belt will look out-of-place and can also ruin the belt loops.
A tapered leg has a very clean look and is necessary if you're going with the no-break look. However, it shouldn't be tapered to the point where your pants look painted on. My rule of thumb is that the pants still need to feel comfortable. Take it only as far as this allows.
If you're wearing some classic blue jeans then generally speaking tanned or brown leather shoes work best. These are less formal than black leather shoes and will suit the more casual look of the jeans. Black shoes can also work if they're made from canvas or suede.
