If your phone is 2G phone, sorry you can't as the chips set in your 2G phone does not cater to 3G. You need to buy a 3G / 4G phone. Any 2G enviroment is at the end of its life cycle.
VoLTE stands for Voice Over LTE, which means when you make calls from a supported phone the voice call will be on LTE network.
