9980XE is pretty good for gaming but it's not made for gaming. Threadripper is really bad for gaming, again it's not made for gaming at all. They're not overkill, they're actually bad for gaming. Yeah, there's a lot of cores, but each core is much slower than a Ryzen core.
For slightly less, a GTX 1070 or 1060, or an AMD RX 560, will still benefit you more than purchasing a high-end CPU. That being said, if you want to multi-task--i.e. play games while rendering 3D graphics, for instance--the Threadripper is a great option.

If yes, no single CPU will every last you 5 years. Otherwise a 5 year lifespan of the 9900K in high spec gaming is very reasonable.
Yes the Core i9 will be an overkill for most of the users. Processors like Pentium and core i3 or even i5 with good clock speeds and RAM will be enough for doing daily office work.
In the end a microchip is only some rock with electricity flowing through it. Sometimes they fail (so called yield percentage), which makes high end chips like i9 more expensive, because there is less of them, the partially-failed chips are then used in i7, i5, and i3's, because there is no point in wasting that works.
The only situation where i9 9900k can be overclocked to similar speed as i7 9700k is when they are both cooled with LN2 (liquid nitrogen) so the thermal envelope is not a limiting factor. However, for day-to-day gaming use with a good air cooler or closed-loop water cooler, i7 9700k should be a better choice.

You can get higher clock speed if you cut back on the processor cores. The Core i9-10900X gets a base clock speed of 3.7GHz, up from 3.5GHz on last year's model, and a turbo speed of 4.7GHz instead of 4.5GHz.
