In other words, Debian base packages will staythe same in LMDE 3 until LMDE 4 is releasednext year. That is a significant difference. Mint system anddesktop components get updated continuously in a semi-rollingrelease process as opposed to periodic pointreleases.

Unlike feature updates, these type ofupdates do not include new features, visual changes,or significant improvements. Instead, they are maintenanceupdates meant to fix bugs, errors, patch securityvulnerabilities and improve reliability with the current version ofWindows 10.
A rolling deployment is a software releasestrategy that staggers deployment across multiple phases,which usually include one or more servers performing one or morefunction within a server cluster. A rolling deployment isused to reduce application downtime and unforeseen consequences orerrors in software updates.
A "rolling upgrade" is a zero-downtime method forupgrading the Oracle software. As you can imagine,the term rolling upgrade means performing an upgradeto different databases one at a time without stopping thedatabase.

You're right, Debian stable does nothave a rolling release model in so far as once a stablerelease is made, only bug fixes and security fixes are made.As far as I know, Debian doesn't have a rollingrelease model. At some point no new packages are added to therepositories and only bugfixes are provided.

LMDE is a rolling release distribution andtherefore it remains constantly up to date without ever having toreinstall it.Debian is available in three releases(stable, testing or unstable which can all be installed as arolling release(by replacing the releases name(eg:stretch) with the code name(eg: testing).
Manjaro uses a Rolling Release DevelopmentModel, whereby rather than being replaced, the same core systemwill instead be continually updated and upgraded.
