When you encounter Darkrai with a beastly Raid Boss CP of 53623, you're probably not going to be able to beat the boss on your own. You'll want to battle with between 3 and 5 other trainers, ideally.

How many players do you need to beat Darkrai in Pokémon Go? While it is techincally possible for two top level Trainers with the best counters to take on Darkrai, lower level players may need as many as six. Weather Conditions that may play into the battle include: Fog will boost Darkrai's Ghost and Dark type moves.
Yveltal counters - Zapdos, Raikou, Rhyperior, Mamoswine, Rampardos, Electivire, Zekrom, Thundurus and Terrakion. Other Yveltal notes - An easy way to defeat Yveltal is to focus on rock and electric-type Pokémon to take advantage of it's part flying-type nature.

GameFreak probably decided that this was too broken or un-competitive of a move, so they nerfed its accuracy and took it away from Smeargle by only allowing Darkrai to use it.
Magearna: Magearna is the best answer to Darkrai, assuming that Darkrai wasn't able to put it to sleep. With a resistance to Dark Pulse, an immunity to Sludge Bomb, and the ability to cleanly OHKO Darkrai with Fleur Cannon, Magearna fears only a boosted Thunder if it is sufficiently weakened.
Although it's not the best, players may still choose to use Darkrai in Pokemon GO's PVP mode. If that's the case, this is the best moveset for it: Fast Move – Snarl. Charged Move – Dark Pulse.

Darkrai (Japanese: ダークライ Darkrai) is a Dark-type Mythical Pokémon introduced in Generation IV. It is not known to evolve into or from any other Pokémon. It was officially revealed in February 2007. It is a member of the Lunar duo with Cresselia.
In Pokemon mystery dungeon explorers of time and darkness, Darkrai was the final boss of the post games, again being depicted as a bad guy. He was also the final boss of Pokepark2 wonders beyond, again, being a bad guy.
When Dark Void is used in battle, it has an 80% chance of inflicting Sleep on all of the enemy's Pokémon. This was reduced to 50% in the later games. Dark Void is the signature move of Darkrai, who is a powerful Legendary Pokémon. The reason that a special ban is put into place for Dark Void is because of Smeargle.
Players can only catch Rayquaza by completing raids on Pokemon GO, which itself can be a bit more of a challenge than simply searching for Pokemon in the wild. When players complete a raid with the Legendary, there is a chance that the encounter will have a shiny to catch.
