Based on my experience with PayPal, the answer is generally yes; they can hold your funds. PayPal is subject to US anti-money laundering rules and, as such, is obligated to ensure that it screens payments for suspicious activity and can hold
The most common reason banks put a hold on funds in your account is to ensure that a check clears. Putting it simply, they want to make sure they receive the appropriate funds before these funds are made available to you. However, with larger checks, that might not always be the case.
If your PayPal account is set up where you have to manually claim each payment, once notified of payment you'll need to head to PayPal to accept the payment: Log into PayPal. Go to Summary. Under 'Pending', next to the message showing the recipient 'hasn't accepted yet', click Approve.
Why Is My PayPal Payment Pending? When you send or receive a payment with PayPal, the money does not always go to the recipient or become available in your account right away. Rather, it can be a result of the type of payment method used, a request for withdrawal or the need for the recipient to take an action.

You would be able to use the funds in your PayPal available balance for purchases. The funds in your pending balance would not be able to be used until they are released into your available balance.
The time can range from 1 day 4 or more, it depends on the bank. We average 2 days, once in a while it takes 3. When you go thru the last step of the withdraw or transfer request, you do get a "completed" message. It means you have completed your part, it does not mean that funds are in your bank account.

All you need to do is open your paypal account to check and see if the transaction says "ok to ship". That being said, paypal WILL hold payments for 21 days, or until the tracking shows the item as delivered. ALL new sellers have that "payment hold" on their account.
