It's still worth it. Only downgrade is the lack of the animated cutscenes. I'd just play P3P and then watch the cutscenes on youtube later. While Persona 3 FES (available on PSN for PS3) is the best overall version of P3, portable is still an enjoyable experience.
Persona 3 FES is the same as Persona 3, and it includes an extra epilogue section with the final part of the story and a large area to explore and battle in. Persona Portable is the trimmed version of Persona 3 for the PlayStation Portable.
In all seriousness, The Answer isn't worth playing. It's a grind-heavy dungeon-crawling slog with an increased difficulty and doesn't have any of the social elements of The Journey. The story could be viewed on Youtube, but that's not particularly good, either.
Persona 3 FES is largely considered to be the best version. My first Persona title ever was P3P so it holds a special place in my heart. I prefer Portable myself, but FES has advantages as well. Though the biggest one for FES is The Answer.
Persona 3 FES is better for the story, as the visual presentation isn't garbage and can show you what's happening, rather than tell you everything.

The Answer is exclusive to Persona 3: FES. It's worth playing I think if you own FES but I wouldn't buy the game for it. The story though, while not much, does clarify some important points to the ending of The Journey.

The PSP version is more text-oriented in a visual novel style, only controlling a character in dungeons. If you like P3 on the PS2, then play the PSP version afterwards, seeing as the PSP version has a female protagonist route with new social links. Persona 3 Fes is the best.
Persona 3 FES is a PS2 PSN game. As such, it will not work on the Vita. Persona 3 Portable is a portable version of Persona 3 made for the PSP. It will work on the Vita, and depending on who you ask, it is the best version or the worst version of the game.
The original version is available on the PS2 and PS3. (The latter is $9.99 on PSN.) If you want an ultimate version, it is $19.99 for Persona 4 Golden on the Vita.

The SEBEC Story path in Persona 1 should take you about 25-30 hours or so.
Tartarus has 264 floors and they can be ran through in less than an hour.
The tower consists of 6 blocks divided into subsections, at the end of which there are Arcana Guardians blocking the path to the next subsection.
Despite being a crossover between the two game's casts, the story of Persona Q is considered canon to the Persona timeline.
