If you've examined your article and still aren't sure what type you've got, Google the periodical title. On the periodical's website, read about its purpose, audience and topics (look for an "about" or "scope" link). Remember that peer-reviewed journals will always state that they are peer-reviewed.

If your 9x12 envelope is not inflexible, not lumpy, and is rectangular, then it's a First Class Flat. Postage is $1.00 for the first ounce and 21¢ for each additional ounce up to 13 ounces.
I ship a ton of magazines, if they are under 13 oz packaged (I use a padded envelope and an piece of cardboard) and ship first class, that is the cheapest way. If they weigh more, I use a Flat Rate Priority Envelope (the cardboard kind), also with a piece of cardboard, that's around $5.00 to ship.

How to Mail Magazines Via USPS. Mailing a letter via the United States Postal Service (USPS) is simple and straightforward. Put it in the envelope, write the address, paste on a stamp and mail it off.
The Postal Service created Media Mail back in 1938 as a less expensive way to mail books – it was originally designed to encourage the flow of educational materials through the mail. Anyone who sends a non-approved item through Media Mail runs the risk of being charged with mail fraud!

Anything with paid advertising is out, which is why you can't send magazines. Media is typically considered to be books, magazines, newspapers, tv, movies, music, etc. But in terms of media mail, they only accept media without paid advertising.

The most obvious way to send a zine inexpensively in the mail is with letter mail – letters smaller than 10” x 6” and under 60g or so can be sent by letter mail. My zines definitely fit that criteria, even when printed on nice paper.

Affix 1 Forever Stamp (costs $0.49) or 1 First Class Letter Stamp at the top right corner of an envelope to send a letter. Forever Stamps are best for mailing 1-ounce letters (of standard size) within the U.S. Affix more than 1 Forever Stamp if the letter weighs over 1 ounce.
