SETAs have been established to manage the many skills development needs of the South African economy. Each SETA identifies the skills needs of its sector, and then coordinates skills development and training to meet them. This could be anything from learnerships, and internships to various types of learning programs.
SETA (Skills Education Training Authority) accredited training entails that a skills development course is approved by one of the 21 industry specific SETAs. Therefore, the main benefit for employers is the knowledge that a certain standard has been set and adhered to by the course provider.
SETAs fund their training programs through the payment of these levies, paid by employers. The levy is payable by all employers who are registered with SARS for PAYE and have an annual payroll exceeding R500 000. The levy is calculated at 1% of payroll, payable monthly.

The Services SETA bursary will cover either full or partial amounts of the following study related expenses: tuition fees, prescribed textooks, accommodation and meals (unemployed students only), as well as a travel and research allowance (Masters and PhD students only).

The Act states that the role of a Seta is to: Develop a sector skills plan to describe the trends in each sector, the skills that are in demand and to identify priorities for skills development. The Seta uses 10% of the money to cover administration costs.
The main function of SETAs is to work towards to the raising of skills, and to bring skills to the employed, (or to people who are not employed but who want to be), in their sector. The Act also gives power to SETAs to take appropriate action to enable them to undertake these various functions.

Post School Education and Training refers to all learning and teaching that happens after school. This includes private, public, formal and informal training. Universities, TVET colleges, private institutions, apprenticeship programmes, and in-service training all form part of and contribute to the PSET sector.

A Skills Development Levy (SDL) is a levy imposed to encourage learning and development in South Africa and is determined by an employer's salary bill. The funds are paid to the South African Revenue Services (SARS) and are to be used to develop and improve skills of employees.

Funding for a learnership is around R45 500, and R2000 is given to learner as a stipend during the program.
How can SETA learnerships be obtained? Potential learners can send their applications for learnerships to the SETA responsible for the relevant industry sector. The SETA will then usually forward the applications to employers, who will do the short-listing, interviewing and selection of candidates for the learnerships.
In essence, the plan was to develop a series of sector skills plans within a clearly defined framework of the National Skills Development Strategy. In March 2000, the then Minister of Labour, Membathisi Mdladlana formerly established 23 SETAs, each with its own clearly defined sector and sub-sectors.
