If Snorunt is male, it can only be evolved into Glalie using 100 Snorunt Candy. You can still evolve female Snorunt into Glalie using 100 Snorunt Candy, or you can evolve female Snorunt into Froslass using 100 Snorunt Candy and a Sinnoh Stone.

Froslass is an amazing Pokémon, if only for its ability to set up spikes. In comparison to Glalie, Froslass is scary good. The only Ghost type who can set up Spikes makes it worth considering, but only as a lead. It isn't strong enough offensively or defensively to be too useful outside of a lead.

Delibird is an atrocious Pokemon, being outclassed by virtually every other lead in the game due to its abysmal Speed and defenses, meaning it will rarely ever be able to set up more than one layer of Spikes.
Spheal has poor stats even for an unevolved Pokémon. It has decent HP, but its stats are bad in this part of the game. Walrein finally has stats befitting a final-stage Pokémon. It has pretty balanced stats; high HP, good special attack and good defenses which combined with those HP makes it quite bulky.
