The 2018-2019 report is based on weekly bacterial pollution as tested by county health agencies. It ranked Orange County's San Clemente Pier as the dirtiest beach in California.
Don't allow a single beer bottle or anything to do with alcohol be seen, period. If a cop sees a beer bottle you WILL get ticketed, your ice chest will be searched, and all your beer will be dumped out.
Recreational vehicle camping is allowed year-long at Huntington Beach by the Sea Mobile Estates and RV Park on Newton Street just east of Pacific Coast Highway. Tent camping and campfires, however, are not allowed, and you can't use a van or an SUV as an RV.
There is virtually no free parking at the beaches of Huntington Beach though residential streets nearby offer free parking. Those streets require crossing Pacific Coast Highway.

Although many beaches close between sunset and 10 p.m., there are some can't-miss beaches along the Pacific Coast without set closing hours. Although being on the beach between 10 p.m. and 8 a.m. is fine, it's illegal to make a loud noise such as playing music or a musical instrument.

People who plunge from the pier can face a fine – but police or lifeguards have to witness the action. Instead, the group was slapped with curfew tickets. Panis has words of advice for people thinking about jumping off the pier: “Pier jumping is illegal, it's a very dangerous activity.

The pier itself is relatively new, built after Hurricane Isabel destroyed the original Harrison's Fishing Pier back in 2003. It's now nearly 1,700 feet long, so it's known as the longest free-standing pier in North America.
Huntington Beach is good for swimming, and there's a lifeguard on duty during daylight hours. However, dangerous rip currents can form, and the state parks website says aquatic rescues are "more than common." The beach is also good for surfing and bodyboarding. To keep swimmers safe in the summer, surfing is banned.

Piers between 36 and 80 inches (914 and 2032 mm) in height and all corner piers greater than 24 inches (610 mm) in height shall be at least 16 inches by 16 inches (406 mm by 406 mm) consisting of interlocking masonry units and shall be fully capped with minimum 4-inch (102 mm) solid masonry units or equivalent.

DOGS must be on a leash no longer than six feet and under supervision at all times. They are allowed on the parking lot and multi-use trail only. Dogs are not permitted on the beach (except for service dogs). You must clean up after your pets—no exceptions.
Piers for bridges are often installed by the caisson method. The caisson is a hollow boxlike structure that is sunk down through the water and then through the ground to the bearing stratum by excavating from its interior; it ultimately becomes a permanent part of the completed pier.
