If you go off a childish no limits fallacy, then yes, Saitama can defeat Thanos. Thanos with the infinity gauntlet controls space, time, and reality, has unlimited power, and full manipulation over souls. There is NO possible way Saitama could defeat Thanos with the infinity gauntlet.

But Garou did learn and his strength progresses faster than Genos upgrades. Genos on the other hand is a person that upgrades his mechanical component every time he loses a fight and very rarely he upgrades. His fight against Deep Sea king proves how strong Genos is but his overconfidence drags him down always.
Second reason is because Garou is not God level threat. He is High Dragon Level or Dragon Level+ or Above Dragon Level threat however you want to call it. He is only self proclaimed god level threat.
Characters who know that his strength is truly out of this world: Genos, Zombieman, Amai Mask, Garou and possibly King (although he won't say one way or the other).

Tatsumaki, or Tornado fought with Saitama and knows is powerful, she even asks him why he hides his power so much, although she still thinks she could defeat him if she were at full strength (she was wounded when she fought him).
