Turning the Chromecast, mobile device, and router off and on again at the same time can actually resolve many casting related issues. First try turning off your Chromecast by unplugging it, and while it's unplugged power off your mobile device and home router. Keep everything off for about 1 minute.

If you still find that voice is not being picked up by Discord then it could be something to do with your microphone/headphones itself. Check that your microphone hardware does not mute when connected with your device. Some headphones have a mute button on the side which can stop picking up your voice input.
You may also have “push to talk” enabled in settings requiring you to press a certain button to speak in a Discord call. By going to settings, you can turn this off or figure out which button you are required to press. On mobile, you will have to join the call to mute/unmute and deafen/undeafen yourself.
