The Wind Waker is a magical conductor's baton that is given to Link by the King of Red Lions when he reaches Dragon Roost Island.
Speak with Makar and teach him the Wind God's Aria. After learning the song - Makar will gain the knowledge that he is the sage of the Wind Temple. Now take Makar to the island located at D1 on the Sea Chart. Use the Wind Waker to play the Wind God's Aria near the stone tablet to open the entrance to the Wind Temple.
The Power Bracelets are on Fire Mountain, located at sector C6. You also will need the fire and ice arrows. You can get them by warping to Mother and Child Isles (Sector B2) with the Ballad of Gales.
How to use the Wind Waker: In order to "conduct" a melody, you have to push the C-Stick into a direction when the rhythm indicator is in the middle. You don't have to push the stick at the exact moment -- you just have to be pushing the stick by the time the indicator passes the middle point.
In The Wind Waker, the Mirror Shield is found in the Earth Temple. It is obtained by defeating three Stalfos, the Minibosses of the Earth Temple. It is the second, and final, Shield and automatically replaces the Hero's Shield once obtained.
Link can find Cyclos in a humongous cyclone throughout various islands of the Great Sea. These include Mother & Child Isles, the Northern Triangle Island, and Shark Island.
If you've already completed the Earth Temple, you can now head to Forest Haven and find Makar behind a water fall. Follow the music notes and use your grappling hook to swing into the right waterfall. Inside, meet up with Makar and talk to him.
The "Ballad of Gales" is taught to Link by the Wind God, Cyclos. He teaches it to Link after shooting an Arrow at him while caught in one of his cyclones, which can be found at the Mother & Child Isles, the Northern Triangle Island, and the Shark Island.
