The EBR is fine. Much like the SKS, it features low recoil and a fast cycle rate considering how painful each shot is when it lands. But 10 round mags simply aren't enough in Warzone, and the SKS's headshot damage gives it a serious edge over this slightly underwhelming rifle.
Therein lies the biggest problem with the M14: accurizing the rifle and holding on to that accuracy. Yet, according to military standards, acceptable accuracy from the M14 is 5.5 inches at 100 yards – a full inch larger than the M16's standards. While the M14's 7.62mm round is great for this, the gun is not.

Overall, the M21 EBR is a sniper rifle that does not play very similarly to the other sniper rifles.
Snipers rely almost exclusively on more accurate but slower-firing bolt-action rifles, such as the M24, while a marksman can effectively use a faster-firing, but less accurate semi-automatic rifle, such as the M14.
The M14 was the standard infantry rifle for all Army and Marine units that deployed to Vietnam in 1965, but Defense Secretary Robert McNamara ended procurement in 1964, selecting the M16 as a replacement. By 1970, only a handful of M14s remained in Vietnam.
A forward grip makes it illegal in California if the weapon has a detachable magazine. A flash suppressor makes it illegal in California if the weapon has a detachable magazine. A magazine capacity of greater than ten rounds makes the weapon illegal in California.
A player discovered that their EBR-14 was doing more damage than usual when they were using a premium blueprint version of the weapon. The “Line Breaker” version of the weapon once again killed with a single headshot on a fully armored player.
Simply, there is no current reason to use the EBR-14 over the SKS in either Warzone or Modern Warfare. In contrast, the SKS is one of the strongest primary weapons in regular multiplayer. Thanks to its great handling, respectable range, and one-shot-kill potential, the SKS is everything the EBR-14 was supposed to be.

The M14 was the standard service rifle of the US military for a couple years. They were produced from July 1959 to June 1964. No less than 479,367 M14 rifles were destroyed in 1993-94 and an unknown number were de-milled (cut with a blowtorch and welded shut) then transferred to JROTC units as drill weapons.
The M14 rifle remains in limited service in all branches of the U.S. military, with variants used as sniper and designated marksman rifles, accurizing competition weapons, and ceremonial weapons by honor guards, color guards, drill teams and ceremonial guards.
The M16 or the M14. The M14 shoots 7.62x51 ammo and that is one of the primary points of contention when claiming the M16/AR15 is the better gun. On the other hand, the M16 (and it's civilian version AR15) is more easily toted for long distances and, according to its many fans, is far more accurate at long range.
In the instant case i.e., M16, the official designation of the arm is: Rifle, Calibre 5.56 mm – M16. The M16 has also been widely adopted by other armed forces around the. The alphabet 'M' stands for model and the number designates which model it is.
Two M14 NM rifles are legally owned by civilians but only after the ATF had seized them and a lengthy court battle (and they're both owned by the same guy as of last I heard). The court ruling applies only to those two rifles. Three semi-automatic receivers were made at SA.
The M1A is simply the civilian market, semi-auto only version of the selective fire military M14. The M1A cannot be made to shoot full automatic like a machine gun, while the M14 is actually, legally, a machine gun.
"M14" is used generically to refer to any M14 variant whether it be government-produced, or a commercial copy. One thing is for sure: None of it has a bearing on whether it is full auto, or legal in California. Each rifle's legality is dependent on it's configuration.
