What you can do is go to setup on the Chromecast and manually add a network. Then set Android AP as the AP name and 1234 for the password, then hit next. After it starts searching for the network turn on your phones hotspot.
First try turning off your Chromecast by unplugging it, and while it's unplugged power off your mobile device and home router. Keep everything off for about 1 minute.
