Overview. Otsego county is to the west of Albany, southeast of Utica, and northeast of Binghamton. The county seat is Cooperstown.

For those curious, there is a correct answer. “Upstate†begins north of Poughkeepsie (pronounced puh-KIP-see), where the Metro-North Railroad's Hudson line ends. If you can commute to New York City, you're not upstate. North of Poughkeepsie, you can't.

Another easy rule declares anything north of the New York metropolitan area (which includes New York City, Long Island, Westchester, Putnam, Dutchess, Rockland and Orange counties) to be upstate. Many times you hear the expressions, upstate New York and downstate New York. Downstate is basically New York City and the immediate surrounding area. Downstate also includes Long Island. The rest of the state is called Upstate New York! We will look at major cities in both upstate and downstate New York!
Geology. It is geologically related to the Finger Lakes, as they were both carved by glaciers, but is not counted among them. One difference is that Otsego Lake is situated at a higher elevation (1,194 feet [364 m]) than the Finger Lakes (approximately 400 feet [122 m]).
