Garmin Express connects to the Internet to download software, map updates, and downloadable content for Garmin devices. Internet connectivity and network connection issues can prevent Garmin Express from downloading this content.
You can update the maps and software by connecting your device to a Wi‑Fi® network that provides access to the Internet. This allows you to keep your device up to date without connecting it to a computer. To install only map updates, select Map > Install All.

Any number of variables could cause an individual connection to a server to slow down. The best advise would be to contact your service provider and inquire about any restrictions or known issues on their side or try the map update download another time or using a different Internet Service Provider.
You can only use Garmin Express on your android device by installing the Windows operating system on your android phone.
