GTA 5, or for that matter, any other game in the GTA series, can be run on a PC or laptop that has a 4 GB RAM. Apart from the RAM size, players also require a 2 GB Graphics card paired with an i3 processor. With all these specs, the system becomes eligible to run the GTA 5 game.
Though Core i3 CPUs serve as the entry point of Intel's Core processor lineup, they still can take on gaming. Your rig won't be anywhere near as fast as if you had a Core i5 part, but you can still pair it with a graphics card.

Core i3-3220 is based on the Ivy Bridge 22nm family and part of the Core i3 series. Overclocking is not possible with the Core i3-3220 as it's multiplier is locked.

Well, the i3 will do video editing just fine, but the i5 will just do it quicker, so really, that decision is up to you.
If you are a beginner in video editing, and you want to edit Full HD videos for YouTube, Facebook, or any other project, then i3 10th gen is capable of doing so. The video rendering might take more time, but in the end, it is possible to edit video on a laptop with an i3 processor.
Adobe Premiere relies mostly on speed of storage (to work on the files themselves, they stream from wherever they're stored), single core performance and core count (i3 should be fine for single core), and hardware acceleration (dedicated graphics) can make a difference too.
It also surpasses its 8th Gen Intel Core relatives. For the real world use, it means the i3-1005G1 can handle perfectly well the usual day-to-day computing chores and tasks like web browsing, text and spreadsheet document editing, video playback, and similar.
It can handle pretty much every recorded file format and supports workflows for editing Full HD, 4K, 8K, and virtual reality content. Unfortunately, most of Premiere Pro is single-threaded, and media encoding is highly GPU accelerated, so benchmarking "export" on the CPU makes little sense.

Adobe Premiere Pro system requirements state that you will need a minimum of 8 GB RAM. An Intel Core i3-6100 CPU is required at a minimum to run Premiere Pro, whereas an Intel Core i5-7500 is recommended. You will need at least 8 GB to install Adobe Premiere Pro.
Premiere Pro CC can run very well on i3 as it now supports the acceleration from the iGPU.
For the most part, you'll get faster CPU performance from the Core i5 parts over Core i3. Some Core i5 processors are dual-core and some are quad-core. Most of the time, a true quad-core CPU will perform better than a dual-core processor, especially on multimedia tasks like video transcoding or photo editing.

Go to Start > Settings > System > About. Next to Processor, you will see your chipset listed. You will see your processor and the first number after i3, i5, or i7 lets you know what generation you have.
