STARmeter rankings are based on several statistical indicators, including the frequency and number of people who access a person's page or credits on IMDb. MOVIEmeter works in the same way, but ranks titles instead of people.
How does IMDB compute popularity? - Quora. The formula for calculating the Top Rated 250 Titles gives a true Bayesian estimate: weighted rating (WR) = (v ÷ (v+m)) × R + (m ÷ (v+m)) × C where: R = average for the movie (mean) = (Rating) v = number of votes for the movie = (votes)
Movie Meter will show you rating and popularity of a movie (or TV series) on many movie related pages!
While ratings are based on simple numeric votes cast by users for a title, user reviews are written essays, in which IMDb users explain what they liked or disliked about a title and offer other criticism. The two are complementary to each other: users can either vote on a movie or write a review, or do both.
The sad thing about IMDb is that they allow fake reviewers, people that will score a perfect ten for one movie (the one they appeared in, or know somebody that worked on it etc) and then they never will review another movie again (just click on their username and you'll see what I mean).

To date, Leave No Trace holds the site's record, with a rating of 100% and 240 positive reviews.
If you worked on a film, video, TV show, episode, or game that is already listed in the database and you received on-screen credit, you should be eligible to be listed on IMDb. If we list the title but your name or credit does not yet appear on its IMDb page, you are welcome to submit it for inclusion.

First, there's poor communication of the fact that this is what the Tomatometer means. Since review scores are already generally provided on a 5 or 10-star basis, most people assume the Tomatometer is the same thing as the average review score. Second, the scoring totally obfuscates any nuance in the actual reviews.
IMDb is great for seeing what general audiences think of a movie. Rotten Tomatoes offers the best overall picture of whether a movie is worth seeing at a glance. If you only trust the opinions of top critics and just want to know if a movie is at least decent, you should use Rotten Tomatoes.

IMDb (an acronym for Internet Movie Database) is an online database of information related to films, television programs, home videos, video games, and streaming content online – including cast, production crew and personal biographies, plot summaries, trivia, ratings, and fan and critical reviews.
The Tomatometer score represents the percentage of professional critic reviews that are positive for a given film or television show. When less than 60% of reviews for a movie or TV show are positive, a green splat is displayed to indicate its Rotten status.
