Because honestly it's worse than Ace of Spades, and even some other hand canons. Less impact, less range, bad target aquisition, less ammo in the clip, no perks. Ace has almost max impact and range, twice the clip size, dragonfly, memento mori, radar when ads. It feels a ton better to use as well.
Opening Shot is by far the best trait for Hawkmoon, granting your first bullet a massive boost to range and aim assist. If you wait for a short time before firing, Opening Shot will activate again.

You can farm the Hawkmoon multiple times in one character. I'm just realizing this now after watching some YT videos about the Harbinger mission and most of them say that you can only get the Hawkmoon twice per character, but I believe if you already picked up the quest.
