Intel CPUs are typically the favorite choice for performance and overclocking enthusiasts. Intel's top CPUs cost more than their AMD counterparts, especially once you add in a decent cooler, but they're often a bit faster in games. AMD meanwhile is able to trounce Intel when it comes to multithreaded applications.
i7 vs i9 – How do they compare? Speaking generally, i9s are simply faster processors than are i7s – more cores, higher clock, more cache. The big differentiator is when it comes to Hyperthreading, the feature that creates two processing threads for every physical core.
Both Core i5 and Core i7 processors use Turbo Boost, with Core i7 processors generally achieving higher clock speeds. Hyper-Threading technology is used to increase performance on multithreaded tasks, letting each core address two processing threads at the same time instead of just one.

You can't unlock the non K processors. However, there is 4 speed bins available, on top of the 4 available for turbo mode. For example: If you have an I5 non k processor with a speed range of 3.3 to 3.7, you could overclock-it to 3.7 to 4.1ghz.
GPU and display overclocking are usually worth it. They don't come at an extra price premium, and as long as you're willing to put in the time and effort to achieve these overclocks, yes, absolutely. RAM overclocking usually isn't worth it. However, in select scenarios, like with an AMD APU, it certainly is.
For smoother action and better graphics, overclocking your dedicated graphics card is a more reliable solution. Still, if your machine is new enough to run the latest PC games, its CPU and GPU may be sufficient without diving into the overclocking waters. Most people overclock their PCs simply because they can.

The i7 7700k is a good processor in 2020 also. And the gtx 1080 is the best gpu of the previous generation.
Because the 7700k is no longer in production and is still a decent quad core performance, probably one of the best quad core performing processors right now, in fact until you add in 2 more cores you cant find very many processors from Intel that do out perform it.
Even in 2019 the 7700K is still an excellent CPU, especially with overclocking.
