You're right, Cut isn't needed to advance the game but since this will be my first pokemon game since Gen 2, I plan to explore all those little paths.
Only Fighting type or a Pokemon with a fist can learn Rock smash. If you're trying to get a rock type gym badge, Fighting type Pokemon or Water type Pokemon can be much easier. Rock smash is a great option since it's an HM . It means this move can be used outside battle for gen 3 to 6.
Zigzagoon can learn Cut and Surf, but that's just about as far as you're going to get if Zigzagoon is your only Pokemon. Now, if you are saying that you will have Pokemon to use as HM slaves, but Zigzagoon will be your only battling Pokemon, then try this.
the Smeargle must know Dig, Dive, Fly, Bounce, or Shadow Force.

Cut (Japanese: ????? Iai Cut) is a damage-dealing Normal-type move introduced in Generation I. It was HM01 prior to Generation VII. In Sun and Moon and Ultra Sun and Ultra Moon, it was the signature move of Kartana.

You can either use Chikorita, Bellsprout or Sentret. Basically any normal type or grass type, and most of them will be able to learn Cut.

Go through the ship and you will eventually find your rival. Beat your rival and then move into the Captain's Cabin. Talk to the Captain and give him a back rub. In exchange for this, he will give you the Cut HM.

Accepted Answer. Neither Diglett or Rattata learn Cut in pokemon Red. They do learn it in the Fire Red remake.
With regards to learnset, Kartana is the only
Pokemon that
can learn cut by leveling up while the majority of
Pokemon can have
cut by HM. Kartana is found only in Generation VII.

Trading for
Mew is the only legitimate way to
obtain a
Mew in FireRed anymore.
Build up good trade stock.
- Any of the Legendaries make for good trade stock.
- Mewtwo will most likely need to be traded in order for your Mew trade to happen.
You need Cut to gain access to Rock Tunnel, and Strength is used in Victory Road. You need Waterfall to finish Celio's sidequest (the Ruby and the Sapphire).

There are plenty pokemon that can learn flash. Oddish, Bellsprout, Paras and Meowth learn both Flash AND Cut, so you don't have to teach it to pokemon you want to use to fight.
You have to catch a spearow. Then go to vermillion city then go down and turn left then go up into this house. There's a girl that wants a spearow to trade her farfetch'd then that's it! ^_^
Head left until you hit a wall, then down until you another wall, then left until you are challenged by a trainer. Defeat the trainer, then go down one step and as far right as you can. Go down two steps once you reach the far wall and then continue to the left. You will be challenged by one last Pokemon trainer.
