There's no way to get more than your initial allotment of camp budget in Fallout 76. However, one thing you can do is build smarter. The camp budget seems to be based on an item's polygon counts. So, a wall, which is just a flat, basic shape, will take up less budget than a workbench or turret.
Since Fallout 76 is multiplayer, Bethesda have implemented a couple of ways to keep the number of objects and items on each server down. One of these is the CAMP budget. The more objects you place, the further your budget will fill until you're no longer able to place anything else down.
To make a camp blueprint in Fallout 76, you have to go to your camp first. Go into Build Mode, and press TAB on PC or whatever the equivalent on your platform is. This will switch you from Build to Modify. Then, press and hold E (again, or your platform equivalent) to start blueprinting your camp.

To get wood in Fallout 76, all you have to do is search various logs that you come across in the countryside. Go up to a fallen tree or log, then press Gather to harvest wood scraps from it.
