The Galarian Slowpoke is a pure Psychic type so the best moves to use against it are Bug, Ghost, and Dark attacks. Avoid Fighting and Psychic attacks, they only do half the damage! Don't bother trying to catch any of them, they are Mustard's Pokemon and it simply cannot be done.
Again, as above, to evolve your Slowpoke into a Slowking simply use your stored up Candy, and a King's Rock, to evolve it via the usual in-game menus. Slowpoke to Slowking Evolution cost - 1 King's Rock and 50 Slowpoke Candy.
