The common fan theory (and the one that they used in the 2017 movie) was that Rita was the original Green Ranger before getting canned by Zordon. The comics went with the idea that she stole the Dragon coin from Ninjor "A Long Long Time Ago." The TV show said "she has the coin" and left it at that.

Tommy Oliver. He is best known as being the original Green Ranger and the first evil Ranger who fought and nearly defeated the original Power Rangers while under the control of Rita Repulsa. He was eventually freed from Rita's spell and aligned himself with the other Power Rangers.

Who is Lord Drakkon? There's a very familiar face under his helmet, because Drakkon is an alternate universe version of Tommy Oliver. As played by Jason David Frank in the various Power Rangers TV series, Tommy was the first Green Ranger, and he went on to become the White Ranger, the Red Ranger, and the Black Ranger.
